P3 Schedule

The Illiana Corridor project will utilize P3 or Public Private Partnership financing, which is an agreement between a public agency and a private entity to design, build, finance, operate and maintain a project. The private investor may consist of a team of engineering firms, construction companies and financiers.  The Illiana P3 will utilize the Availability Payment structure, in which a private concessionaire designs, constructs, operates, and maintains a tolled or non-tolled roadway for a set period of time and receives set payments for the availability of the facility based on meeting performance criteria. Financing options may include private equity, taxable debt, federal credit assistance such as TIFIA, and private activity bonds. 

To ensure coordination of the multi-state Illiana Corridor Project, IDOT and INDOT are working together to coordinate technical requirements, tolling policy, the federal environmental approval process, and construction schedules.

ILLINOIS PROJECT PROCUREMENT

The Illinois Department of Transportation (IDOT) issued a Request for Qualifications (RFQ) on Friday, Nov. 8, seeking submission of qualifications by private industry partners to design, build, finance, maintain and operate the Illinois portion of the Illiana Corridor, utilizing an Availability Payment structure. Interested firms or project teams will be asked for a Statement of Qualifications that will be used to determine their eligibility in the upcoming Public Private Partnership (P3) process. The deadline to submit the Illinois RFQ is December 19, 2013. The RFQ and submission requirements are posted to the official procurement site.

INDIANA PROJECT PROCUREMENT

The Indiana Department of Transportation (INDOT), along with the Indiana Finance Authority (IFA), issued a Request for Qualifications (RFQ) on Tuesday, Nov. 12, seeking submission of qualifications by private industry partners to design, build, finance, maintain and operate the Indiana portion of the Illiana Corridor, utilizing an Availability Payment structure. Interested firms or project teams will be asked for a Statement of Qualifications that will be used to determine their eligibility in the upcoming Public Private Partnership (P3) process. The deadline to submit the Illinois RFQ is January 10, 2014. The RFQ and submission requirements are posted to the official procurement site.
